Corporate service providers (CSP) need to provide corporate services through RQIs. Check the requirements and registration process for RQIs.

Note: You do not need RQI registration if you are filing for your:

  • Own entity as a director, partner, sole proprietor or other authorised representative

  • Holding company or related corporations as a group secretary or their authorised employee

Before you register

This guide explains how to register as an RQI. RQI registration is valid for two years. As an RQI, you can file transactions on behalf of your CSP clients.

Who may register

To register as an RQI, you must:

Note: If ACRA previously cancelled your RQI registration, you must wait two years before reapplying.

What you need to prepare

Prepare:

  • Your personal particulars

  • Supporting documents on your qualification or professional membership

Note: If you are a registered public accountant (PA), you do not need to prepare any supporting documents. ACRA will verify your registration directly.

If you are not a PA, you may need to provide supporting documents depending on your profile:

Advocate and solicitor of the Supreme Court of Singapore

Either:

  • Practising Certificate from the Singapore Supreme Court

  • Proof of admission as an advocate and solicitor of the Singapore Supreme Court

Member of the Institute of Singapore Chartered Accountants (ISCA), who either:

  • Holds Chartered Accountant registration under Part 6B of the ACRA Act

  • Has maintained associate membership with ISCA for at least two years

Both:

  • Certificate of membership

  • Proof of current membership, such as the latest invoice and receipt

Member of the Association of International Accountants (Singapore Branch)

Both:

  • Certificate of membership

  • Proof of current membership, such as the latest invoice and receipt

Member of the Institute of Company Accountants, Singapore (ICAS)

Both:

  • Certificate of membership

  • Proof of current membership, such as the latest invoice and receipt

Associate member or fellow of the Chartered Secretaries Institute of Singapore (CSIS)

Both:

  • Certificate of membership

  • Proof of current membership, such as the latest invoice and receipt

Corporate secretarial agent (owner, partner or director) that has:

  • Provided corporate secretarial services for at least three years in the past five years

  • Been a company secretary for at least three years in the past five years

Proof of corporate secretarial service through either:

  • UEN of the existing CSP

  • Proof that you provided these services for three years in the past five years, with scope of service clearly stated (such as letters of engagement or invoices)

Corporate secretarial agent (employee) that has:

  • Provided corporate secretarial services for at least three years in the past five years

  • Been a company secretary for at least three years in the past five year

All of these:

  • Proof of corporate secretarial service through either:

    • UEN of your CSP (current or intended)

    • Proof that you provided these services for three years in the past five years, with scope of service clearly stated (such as letters of engagement or invoices)

  • Employer letter confirming your role and service period

  • CPF payment records for three years in the past five years

$200 for two years

This fee is non-refundable, even if:

  • Your application is rejected

  • You de-register early

  • ACRA cancels your registration

Processing time

ACRA will process most applications within 30 working days.

We will notify you if more time is needed.

How to register

  1. Open the Register as a registered qualified individual eService and log in.

  2. Complete the required information.

  3. Submit your filing.

ACRA review

ACRA will review your conduct and compliance history as an RQI or CSP.

This includes any professional misconduct, such as breach of fiduciary duty or serious negligence.

After ACRA approval

To file transactions on Bizfile, you must either:

  • Be appointed, employed or engaged by a CSP

  • Be a registered CSP yourself

Note: You need to endorse your appointment after a CSP appoints you. Your CSP must add its clients before you can file on their behalf.

Note: You must renew your RQI registration before it expires. Otherwise, you will be withdrawn from any CSPs that you have been appointed to and you must register as an RQI again.
